A typical rainy day in historic Oxford England. As the rain falls there are lights reflecting from the store windows and the crowd moves on into the misty distance. You could almost hear someone saying ' will it ever stop raining '. Bill has been painting and selling his artworks and prints for over 30 years and they are collected worldwide.
